What Is NYC Heat Season and What Are Landlord Heat Requirements?

NYC Heat Season runs from October 1 through May 31. During this period, landlords are legally required to maintain indoor temperatures of at least 68°F between 6am and 10pm when outdoor temperatures fall below 55°F, and at least 62°F between 10pm and 6am regardless of outdoor temperature.

Tenants can file a 311 complaint if their landlord fails to provide adequate heat. Since January 2024, New Yorkers have filed 744,848 heat-related 311 complaints — the single largest complaint category citywide. Our guide to heat complaints explains what happens after you file, and our investigation into HPD closures documents how many heat complaints are closed without inspection.
